Any person 21 years of age or older may apply in writing to the Clerk of Circuit Court in the county in which the person resides, or if the person is a member of the United States Armed Forces, the county or city in which the person is domiciled, for a permit to carry a concealed handgun.
Applications are available for Residents of Prince William County and the Cities of Manassas and Manassas Park at the Clerk’s Office Civil Section, Room 314 in the Judicial Center or online at the Virginia State Police.
The completed application, $50 (check, cash or money order) and a self-addressed, stamped envelope should be submitted either by mail or in person to:

Clerk of Circuit Court
9311 Lee Avenue, Room 314
Manassas, VA 20110-5598

Please carefully review your application so that it is not delayed or denied because of incomplete information. Frequent errors occur in the answers to these questions (click here).
  Fingerprint card is not required.
If you submit the application in person and have not had your application notarized, do not sign it until you can confirm the information on the application before a Deputy Clerk of the Circuit Court when you file your application. When you have your application confirmed by the clerk, you must have some form of government issued photo identification such as a driver's license or military ID.
Listing your Social Security number on the application is optional.
Include with your application $50.00. We accept check, cash, or money orders. Make check payable to "Clerk of Circuit Court."
Include with your application a self-addressed, stamped envelope with postage for mailing the permit to you.
You are required to demonstrate competence with a handgun pursuant to Virginia Code § 18.2-308(G). See the list of what you may submit as evidence.
You will receive the permit in the mail in the self-addressed envelope you submitted when you filed your application. Please notify us immediately if your permit is not correct. Immediately sign the permit.
You will receive your permit or notice of denial by mail within 45 days of receipt of the application.
If the Court denies you a permit, you will receive notice of the denial by mail.
It is not necessary for you to telephone this office to obtain the status of your application, because you will be notified by mail as stated above.
  The permit can be laminated.
  There will be NO REFUNDS.
It is important for you to notify this office immediately in writing of any change of address PRIOR to issuance of the permit.

PROCESS:
Application and payment is received in Clerk’s Office.
Application is sent by Clerk’s Office to the Police Department for a background check.
When the background check has been completed, it and the application are sent to Judges’ Chambers for a Law Clerk to review the information.  If there is a problem with your application, you will be contacted by a Law Clerk.
Upon Judge’s approval, a permit is printed and sent to the applicant.
To check status of your case go to Virginia Courts Case Information. Select Prince William and then check Civil. Search by your name. Go into Pleadings/Orders. If you see “Invest Report”, then the background check has been completed and your application is in Chambers being reviewed.
